Technical Assistant: ECD Workforce Planning and Development [South Africa]


 

Purpose

Based at the Department of Basic Education, the Technical Assistant: ECD Workforce Planning and Development will lead the development of the Human Resource Development (HRD) Plan with key stakeholders and ensure coherence with other national quality improvement initiatives as they relate to HRD. They will need to work both collaboratively and independently and display initiative within a complex environment where outcomes will contribute to improved access to quality ECD services.

Responsibilities

· Human Resource Development: Develop an ECD Human Resource Development Plan which includes models for the required workforce to reach universal ECD access; a remuneration framework and critical competencies; qualifications and career pathing required by ECD workforce to achieve the desired outcomes for children.

· Training models: Develop cost effective approaches to training and upskilling the ECD workforce using various delivery models and work with SETAs to inform the ECD sector skills plan.

· Analysis: Conduct a comprehensive analysis of human resource needs at all levels of the DBE to effectively manage and administer the national ECD programme.

· Project Management, Monitoring and Reporting: Provide technical support for the design, implementation and monitoring of new and existing projects. Monitor commitments and obligations between stakeholders. Provide support on other projects in the DBE related specifically to quality assurance or support systems.

· Stakeholder coordination: Support the management of the ECD HRD task team. Undertake a landscape analysis of the various stakeholders involved in the training and qualifications in ECD and document various roles and responsibilities. Coordinate the different partners in the education and training sector to ensure partners understand and drive the DBE’s vision for HRD.

· Capacity Building and change management: Create opportunities for transfer of skills and knowledge to DBE staff. Provide support to provinces to adopt and implement reforms related to the ECD workforce.

Requirements

Qualifications and experience

· A Degree in either human resources, social development, early childhood development, education or systems development

· At least 5 years’ experience of successful delivery of human resource development plans.

· Knowledge of capacity planning methodologies to optimise resource allocation and utilisation.

· Previous experience of working in or with government would be ideal.

· Excellent knowledge and understanding of skills and competencies required by the ECD workforce.

Job Types: Full-time, Contract
Contract length: 24 months

Salary: R840,000.00 per year

Ability to commute/relocate:

  • Pretoria, Gauteng: Reliably commute or planning to relocate before starting work (Required)

Education:

  • Bachelors (Preferred)

Experience:

  • successful delivery of human resource development plans.: 5 years (Required)
