The Role:
KEY RESPONSIBILITIES
Programme Management and Quality
- Extend support in institutional strengthening to humanitarian partners with a strong emphasis on effective delivery.
- Coordinate with all stakeholders for activity implementation and support program manager for oversight of the budget plus additional funds management for response.
- Identify, track, assess, report and mitigate related to institutional strengthening and capacity building.
- Regularly coordinate with implementing partners, review progress as per plan and update the tracking of progress.
- Ensure qualitative and quantitative information that provides evidence of impact and change for advocacy and influencing work.
- Work with admin team to organize events and workshops
- Assist in resolving any administrative problems and inquiries
Partnership Management and institutional strengthening
- Assist Program Manager to respond to partner’s requests in a timely manner.
- Implement and improve the Institutional Strengthening and capacity building of implementing partners in alignment with the principles of Local Humanitarian Leadership, Localization, and Sustainable development
- Support and build the capacity of the partners at both strategic and operational levels, engaging stakeholders and building relationships to strengthen resource mobilization
- Liaise with partners on weekly basis to follow up on challenges of implementation or new requests and keep records accordingly
- Troubleshoot project implementation challenges and manage risks related to partner’s implementation strategies
- Coordinate with partners and Oxfam colleagues for conduct of trainings, meetings and other gatherings as needed
Management Support
- Support the program manager and relevant country colleagues in processing partners’ letters of agreements and grants payments to partners
- Conduct and/or organize monitoring and follow-up trips to partners liaising between partnership coordinator, technical coordinators and partners’ focal points
- Promote Oxfam, partners and others learning on partnership practices and contribute to reflections and learning
- Provide country, partners and the Country Leadership Team (CLT) with accurate and timely response delivery updates highlighting progress and challenges.
Coordination, Compliance and Reporting
- Responsible for the preparing and maintaining documentation for partner-related activities in clean, tidy and well-organized manner at all times
- Record and archive minutes of meetings and field visit reports to partners and relevant stakeholders
- Responsible for archiving and documentation of project data in soft and hard form including uploading it on BOX for management information and review
- CRIMSON and OPAL management of the project including partners due diligence, partner agreements, budgets, safe programming risk matrix and other documentation requirements
- Ensure project implementation are according to the agreed plans and donor compliance.
- Assist in preparation of regularly scheduled reports
- Assist on other tasks as requested by the Line Manager and as deemed necessary for partnership processes
SKILLS, EXPERIENCE, AND KNOWLEDGE
Essential
- Excellent interpersonal and relationship building skills including the ability to work independently, flexibly, and collaboratively as part of a team and externally with local NGOs, networks etc.
- Effective communication internally and externally towards NGOs, networks, and internally towards line manager, program/technical coordinators, and business support specialists.
- Master’s degree in social sciences from a recognized University
- Strong knowledge and understanding of Institutional Strengthening Concepts, philosophy, and practice is essential.
- Demonstrated proficiency in computerized systems; Microsoft Office including Outlook, Word, Excel, and PowerPoint
- Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
- Knowledge of and demonstrated commitment to Oxfam's values, mission and work including feminist approach to humanitarian responses and Oxfam’s partnership principles would be added advantage
- Experience in and the ability to support and coach people without patronizing them especially when interacting with staff of local partner.
- Demonstrable experience producing reports for donors
- Fluency in spoken and written Urdu and English
- Ability to travel extensively to Oxfam programme locations in Pakistan
Desirable
- Demonstrated experience of work in emergency or development context projects
